OLYMPIA – Contractors, trade and labor organizations, small and disadvantaged businesses, and others who are interested in doing business with the Washington State Department of Transportation (WSDOT) are invited to comment on the agency’s proposed interim Disadvantaged Business Enterprise (DBE) goals.
WSDOT will host a public meeting and webinar to discuss the proposed interim goals from 5 to 8 p.m. Wednesday, Aug. 3, at the WSDOT Northwest Region Headquarters, 15700 Dayton Ave. N. in Seattle. The purpose of the DBE program is to create a level playing field for firms owned and operated by disadvantaged individuals wanting to participate in federally assisted highway, transit and aviation programs. DBE goals for federally funded transportation projects represent a percentage of the value of work in which minority- and women-owned businesses should participate.
WSDOT is proposing a 2 percent overall participation DBE goal for Federal Aviation Administration (FAA) funded projects and a 14.06 percent goal for Federal Highway Administration (FHWA) funded projects. These goals are for federal fiscal years 2012 through 2014 (Oct. 1, 2011, through Sept. 30, 2014).
These goals are interim and will likely change after the completion of WSDOT’s disparity study. The study will evaluate if minority- and women-owned businesses are capable and available to work on federally funded transportation projects.
Documents detailing the methodology used for determining the FAA and FHWA DBE goals are available for review at all WSDOT region headquarters offices and at the Transportation Building, 310 Maple Park Ave. S.E. in Olympia. They are also available online at www.wsdot.wa.gov/equalopportunity/.
WSDOT will consider all written comments, as well as other material that is either quantitative or anecdotal, before submitting its final DBE goals to the FAA and FHWA. Written comments will be accepted until Aug. 31, 2011, and should be sent to:
